Applications are invited from suitably qualified persons for the post of DIRECTOR, INFORMATION  SYSTEMS & TECHNOLOGY (MIS/IT6) for the Kingston Office:

Job Purpose

  • To design, implement and monitor a Management Information System and, coordinate operating staff activities to meet user needs and achieve the Authority’s objectives, as it relates to the Kingston and Regional Offices.
  • To design, implement and coordinate all activities relating to the annual renewal of Firearm Licences, Certificates and Permits.
  • Key Responsibility Areas:


Technical/Professional Responsibilities 

  • Develop, implement and monitor new project ensuring coordination with existing projects and integration of user requirements
  • Coordinate the work of staff in the Firearm Records and Information Systems Division ensuring the efficient conduct and timely processing of reports
  • Examine existing software in order to ensure any modifications made meet user requirements and changes in the Authority’s policy
  • Determine the hardware requirements of the various divisions; assess their capabilities and advise the CEO accordingly
  • Advise all systems users of the implementation of new systems or proposed changes
  • Identify system training needs and recommend appropriate training programmes
  • Conduct annual performance appraisal for staff supervised
  • Manage the Authority’s database to ensure that accurate and current information is available to internal and approved external agencies
  • Ensure that internal and external users are adequately trained to interface with the Authority through programs installed
  • Coordinate activities to ensure that internal and external access points are functional and provide easy access of the relevant data in a timely manner
  • Implement software to manage the application and renewal process, print licences/certificates, firearm dealers, issuing of firearms and to allow access for the police to search the database, Wide Area Network
  • Coordinate the renewal process by:
  • Ensuring that the Superintendents and firearm clerks are trained to use the computer system
  • Preparing firearm licence fee certificates
  • Determining the colour and number of license fee certificates that are required each year
  • Collecting and accounting for all expired and unused certificates distributing license fee certificates
  • Maintaining an inventory of license fee certificates


Other Responsibilities

Perform other related duties as assigned from time to time by the Chief Executive Officer.

  • Work volume targets and daily, weekly and monthly deadlines are consistently met

  • Staff is competent, well trained and motivated to achieve the Department’s objectives
  • Computer programmes and software are designed and modified to meet user requirements
  • Efficient coordination of arrangements for the renewal of Firearm Licences, Certificates and permits
  • Timeliness and accuracy of information provided for both internal and external customers
  • Reports meet quality standard and produced within agreed timeframes


Working Conditions

  • Standard office environment with minor lifting.

Minimum Required Education and Experience

BSc. In Computer Science or equivalent qualifications/training

Training in Software Engineering

Three years’ experience in the use of Visual Basic, Microsoft SQL, Crystal Reports, Windows Server Systems, Networking

Five years related work experience including two at supervisory level

Ability to pass a background security check and willingness to declare assets
