Senior Compliance & Enforcement Officer


Applications are invited from suitably qualified persons for the post of SENIOR COMPLIANCE AND ENFORCEMENT OFFICER (GMG SEG3) for the Kingston Office:

Job Purpose

  • To supervise a team of Audit & Complaints Officers in the conduct of audits and complaints, investigation.

  • Successful collaboration with the Jamaica Constabulary Force (JCF)

Key Responsibilities Areas

  • Coordinate and supervise the activities of Compliance and Enforcement Officers to ensure completion of assigned cases as well as compliance with established procedures and technical requirements by:
    • Assigning work and making provision for experience and skill
    • Developing and implementing standards to measure the performance of the Audit and Complaint Officers
  • Ensure that the staff have adequate and appropriate physical resources in order to facilitate the efficient and effective performance of assigned duties
  • conduct the following stipulated audits
    • over three (300) security companies, each to be audited once per year
    • three (3) firearm dealers, each to be audited twice per year
    • nine (9) certified ranges/gun clubs, each to be audited four (4) times per year
    • twenty-two (22) approved instructors/trainers each to be audited four (4) times per year
    • licensed firearm holders, ad hoc audits to, inter alia, ensure accountability for ammunition purchased and used against what was approved, proper security measures are in place and in general compliance with the law
  • Liaise with customers, government ministries, departments and agencies and private sector organizations to disseminate information and gain customer feedback
  • Review customer comments and suggestions received and respond to issues raised
  • Prepare weekly, monthly and quarterly performance reports and statistics
  • Contribute to the development of the corporate plan and budget to ensure the division's targets and objectives are reflected
  • Communicate with members of the public on Authority's policies, practices and relevant legislation
  • Undertake administrative duties including the conduct of staff appraisal, recommending leave and initiation of disciplinary action for staff supervised in accordance with the Authority's policies and procedures

Performance Standards

  • Work volume targets and weekly, monthly and quarterly deadlines are met
  • Reports and data produced are accurate and complete
  • Customer queries and issues are responded to within agreed timescales in accordance with the Authority's policies and procedures
  • Registration forms and annual returns are properly completed in accordance with Authority's standards
  • Customers express satisfaction with the service received
  • Authority's policies and procedures are adhered to
  • Competent and motivated to achieve agreed performance objectives and targets
  • The extent to which confidentiality, integrity and sensitivity are displayed in the execution of duties

Working Conditions

  • Work is performed in a standard office environment and occasionally on the road.
  • Required to travel to various locations

Minimum Required Education and Experience

  • Degree in Management Studies or equivalent qualification
  • Three (3) years' related experience including one (1) year at supervisory level
  • Ability to pass a background security check and willingness to declare assets
